Welcome to your University of Maine System (UMS) Employee Benefits Center (EBC)

The University of Maine System Employee Benefits Center (EBC) is a centralized, one-stop resource for benefits enrollment, information, and assistance. We offer employee advocacy when dealing with insurance carriers and other benefit service providers. In addition to providing direct support to employees, the EBC is responsible for many of the employee benefits administrative functions. The Employee Benefits Center is available to assist employees by phone at 207-973-3373 or email via benefits@maine.edu 8 a.m. to 4:30 p.m., Monday through Friday. Employee benefits are a significant part of the overall University of Maine System total compensation package.  All full-time regular and part-time regular employees working at least half time are eligible for benefits. Employees pay different premium amounts based on the type of employee, collective bargaining agreement, and percent of time worked.

Healthcare and Prescription Transition Overview

Is the University of Maine System’s health insurance and prescription coverage changing?

Yes. Beginning January 1, 2026, Anthem Blue Cross & Blue Shield of Maine (Anthem) will serve as our health insurance administrator, and CapitalRx (CapRx) will provide our prescription coverage — replacing Cigna.

Both vendors were selected through separate, transparent, and competitive procurement processes, and each received the highest evaluation score. Throughout this process, UMS actively engaged the Employee Health Plan Task Force and invited our labor partners to participate in developing the Request for Proposals and serving on the evaluation team.

Anthem offers Maine’s largest provider network and currently covers more than 370,000 members statewide, including State of Maine employees and members of the Maine Education Association (MEA) Benefits Trust and the Maine Municipal Employees Health Trust.
